[DA2] Resource planning

To design, build, and maintain a GIS, sufficient resources (e.g., labor, capital, and time) must be secured. Resource planning consists of the allocation and use of in-house resources (people, equipment, tools, rooms, etc.) to achieve the maximal efficiency of those resources. These resources are required for a variety of system elements, including design, software purchase, labor, hardware, and facilities. The crucial task is to determine whether the project is worth the required resources.
