[IP3-5-6] Region-based segmentation

Region-based segmentation algorithms can be devided into region growing, merging and splitting techniques and their combinations. Region merging starts from all pixels on the pixel level and iteratively aggregates pixels into objects until some conditions of homogeneity imposed by the user are met.
